Why Having a Foreign Bank Account Can Create U.S. Tax Paperwork

A foreign bank account does not automatically mean you owe more US tax, but it can create extra reporting.

That catches plenty of Americans abroad by surprise. You might open a local checking account for rent, keep a savings account for emergencies, or receive your salary overseas. Nothing about that feels unusual where you live.

From the US side, though, a foreign bank account for US citizens can bring separate reporting requirements into the picture, particularly the FBAR and Form 8938. And those forms are about disclosure, not necessarily about paying additional tax.

Why Does the US Require Reporting on Foreign Accounts?

US citizens and resident aliens generally remain subject to US tax rules on worldwide income, even while living overseas. Foreign financial accounts can therefore remain relevant to US reporting.

The important distinction is between the account and what happens inside it.

Simply holding money overseas does not automatically produce a US tax bill. Interest, dividends, or other income earned through the account may be taxable, while the balance itself can separately trigger an information-reporting requirement.

In other words, tax and paperwork are related, but they are not the same thing.

What Is the FBAR?

The FBAR, formally FinCEN Form 114, reports certain foreign financial accounts to the US Treasury. A US person generally must file an FBAR when they have a financial interest in, or signature authority over, foreign financial accounts whose combined value exceeds US$10,000 at any point during the calendar year.

The word “combined” matters.

Suppose you have three overseas accounts that peaked during 2025 at US$4,000, US$3,500, and US$4,000. None exceeds US$10,000 by itself, but their aggregate maximum values total US$11,500. That can be enough to trigger an FBAR filing requirement.

Foreign-currency accounts also need to be converted to US dollars when determining their reportable value. FinCEN generally directs filers to use the appropriate year-end Treasury exchange rate for that conversion.

What Types of Accounts Can Count?

FBAR reporting goes beyond a basic everyday bank account. Depending on the facts, reportable foreign financial accounts can include:

  • Checking or current accounts
  • Savings accounts
  • Brokerage or securities accounts
  • Certain investment accounts
  • Some other financial accounts maintained outside the United States

Ownership is not the only issue either. FinCEN’s rules can also apply where a US person has signature or other authority over a foreign account.

So an account does not necessarily escape reporting simply because it is rarely used, held jointly, or connected to someone else’s money.

What Is Form 8938, and How Is It Different?

Form 8938 is another disclosure form, but it is not simply a second version of the FBAR.

It is filed with your federal income tax return and covers specified foreign financial assets, which can include foreign financial accounts as well as certain foreign stocks, securities, financial instruments, and interests in foreign entities.

The thresholds are also much higher for qualifying taxpayers living abroad.

For 2025, a taxpayer living abroad and filing other than jointly generally reaches the Form 8938 threshold if specified foreign financial assets exceed US$200,000 on the last day of the year or US$300,000 at any point during the year.

For married couples living abroad and filing jointly, those amounts generally rise to US$400,000 at year-end or US$600,000 at any point during the year.

Can the Same Account Need to Be Reported Twice?

Yes. An overseas account can potentially appear on both an FBAR and Form 8938 if the requirements for each are met.

That may feel repetitive, but the forms come from different reporting regimes. The FBAR is filed separately with FinCEN, while Form 8938 accompanies the federal tax return.

Filing one therefore does not automatically replace the other.

Does Reporting a Foreign Account Mean You Owe US Tax?

No. An account can trigger reporting without creating additional tax.

For example, someone could hold US$25,000 in a non-interest-bearing foreign account. The balance could create an FBAR obligation even if the account produces no taxable income at all.

On the other hand, if that account earns interest, the interest generally remains relevant to the person’s US worldwide income reporting.

That distinction is worth remembering: report the account because of its value, report income because it was earned.

What Records Should Americans Abroad Keep?

A little recordkeeping during the year makes filing considerably easier.

Keep track of:

  • Financial institution and account name
  • Account number and type
  • Ownership or signature authority
  • Maximum balance during the year
  • Currency used
  • Year-end statements
  • Interest or other income earned

Foreign bank accounts are not inherently a tax problem. The headache usually comes from discovering too late that several modest accounts crossed a reporting threshold when combined.

Knowing the rules, and keeping the balances handy, turns what can look like complicated international tax paperwork into a much more manageable annual task.
